Program Manager, Sustainable Health Financing


Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
Amidst concerns of rising health care costs and the uncertainty around the future availability of donor funding, CHAI is supporting the Swaziland Ministry of Health (MoH) to ensure that all available resources for health are used optimally, effectively and efficiently. To lead CHAI's technical assistance to the MoH in this area, CHAI is seeking a highly motivated, entrepreneurial individual with outstanding planning, management, analytical and communication skills to serve as the Program Manager for the Sustainable Health Financing (SHF) team.
Job Requirements
Key responsibilities will include, but are not be limited to, the following:
  • Develop and oversee the strategic direction and the SHF Program, which includes the identification and implementation of more cost-effective approaches to healthcare delivery at all tiers of Swaziland's health system;
  • Manage a team of analysts to provide in-depth and high-quality technical assistance to senior level Ministry of Health (MoH) stakeholders. Key areas will include:
o Health resource gaps and utilization;
o Budget development and strengthening of performance management framework;
o Efficiency opportunities at both central and facility level;
o Capacity building of Ministry and health facilities counterparts;
o Medium to long term health financing strategies.
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs to ensure coordinated use of resources;
  • Provide strategic insight at technical working groups (TWGs) and other high level meetings as a senior level representative of CHAI;
  • Advise CHAI country leadership on implementation of programs, including opportunities developing new work streams;
  • Liaise with the Global Health Financing Program to share key country insights, and to keep abreast of novel approaches to health financing in other CHAI countries;
  • Build program by continually developing capacity and skills of staff, identifying human resources needs and leading recruitment of new team members;
  • Manage the operations and finances of the program to meet deliverables within the appropriate timeframes.

  • 5+ years of experience in a demanding results driven environment, including at least 2 years in a management role, leading a division, large program, or business unit;
  • Graduate degree preferred in one of the following areas: Public Health, Economics, Public Policy or equivalent; or Bachelor's degree with exceptional experience
  • Exceptional diplomacy and interpersonal skills, demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment;
  • Ability to mentor and lead teams in a fast-paced and changing environment;

Program Manager, Drug Access Team

CHAI's Drug Access Team (DAT) works to address supply-side barriers to access and to foster a healthy marketplace to ensure the sustainable supply of essential medicines at lower prices. At the country-level, CHAI helps governments understand the market, access lower drug prices, and facilitate the roll-out of new and improved products. Additionally, country teams work closely with governments to scale up and strengthen care and treatment programs. CHAI is seeking a highly motivated individual with outstanding credentials, analytical ability, management capabilities, and communication skills to serve as the Program Manager for CHAI Swaziland's Drug Access Team.

Job Requirements

Key responsibilities will include, but are not be limited to, the following:
  • Develop and oversee the strategic direction and implementation of the Access Program, ensuring consistent availability of health commodities for life-saving care and treatment programs in Swaziland;
  • Manage a team of analysts and specialists to provide in-depth and high-quality technical assistance to Ministry of Health (MoH) stakeholders, such as the Swaziland National AIDS Program (SNAP) and National TB Control Program (NTCP). Key areas will include:
    • Planning for the national roll-out of new HIV and TB care and treatment guidelines, regimens, formulations and diagnostics
    • Providing implementation and capacity building support for effective and efficient tendering processes, and robust forecasting and supply planning processes to ensure consistent availability of high quality, cost-effective medicine and diagnostics
    • Maintaining a thorough understanding of the priorities, challenges and gaps associated with procurement, distribution and consumption of health commodities in Swaziland
  • Proactively identify challenges that impede implementation of key activities, and develop comprehensive and sustainable solutions that resolve bottlenecks;
  • Develop new relationships and strengthen existing ones with MOH stakeholders and partners;
  • Provide strategic insight at technical working groups (TWGs) and other high level meetings as a senior level representative of CHAI;
  • Advise CHAI country leadership on implementation of programs, including opportunities developing new work streams;

Health Extension Volunteer - Peace Corps Swaziland


The purpose of the Community Health project in Swaziland is to improve individual and family health by helping to reduce infectious and chronic diseases and develop healthy behaviors. There are three goals of the project: 

1) Healthy Bodies: Community members will use newly learned health knowledge and skills about health and HIV to make positive decisions about their own bodies and health.
2) Healthy Futures: Community members will be empowered with new knowledge and skills to live positively and plan for the future.
3) Healthy Homes: Community members will adopt healthy behaviors to reduce infectious diseases and improve environmental health in the home.

The Community Health Project places Peace Corps Volunteers in rural areas of Swaziland. Volunteers work with a variety of counterparts including clinic staff, youth groups, rural health motivators, and religious and community leaders. Volunteers will have the opportunity to address key health challenges in Swaziland, especially HIV prevention and care for youth infected and affected by HIV. Volunteers will work in a range of health-related areas, including water and sanitation, youth sexual reproductive health, substance abuse prevention, and nutrition (through education and bio-intensive local food production and use of improved cookstoves). 

Volunteers must demonstrate creativity and tenacity to design and implement projects in areas of high HIV infection. Volunteers will work closely with, and augment the work of, Youth Development Volunteers in Swaziland.

Required Skills

Qualified candidates will have an expressed interest in working in the health sector and one or more of the following criteria: 
• Bachelor of Arts/Bachelor of Science degree in any field 
OR
• 5 years' professional work experience

Desired Skills

• Desire to work with both adults and children
• Willingness to work and live with HIV positive and HIV affected populations
• Experience working with the ill in hospice and/or hospital settings (i.e. hospice volunteer, work in a hospital setting, HIV/AIDS home-based care)

Additional Language Information

SiSwati is the national language along with English. It is easy to speak English all over Swaziland, but truly successful service and integration only happens when the Volunteer learns siSwati. The English prevalence makes "immersion learning" a challenge. Volunteers must actively pursue their language learning to have success

Living Conditions

Swaziland's communities are not traditional "villages." The distance between homes in a community is often well over a half mile. Volunteers must regularly walk at least three miles a day in mountainous terrain to get to work and do daily errands. Water must often be carried a mile in these same conditions from the community well. 

The weather across this small nation can vary greatly from very cold winters in houses with little insulation, to extremely hot summers. Candidates should be prepared to serve in a variety of climates.

Similarly, some Volunteers will serve in well-appointed houses with modern conveniences, while others will live in mud single-room houses with no running water or electricity. A willingness to accept an assignment in a wide array of living situations is critical. Volunteers may live with a homestay family for the duration of their service.

The HIV epidemic has had a devastating impact on most communities in rural Swaziland, leading to a shortage of human resources at all levels of society.

Peace Corps service in Swaziland may be challenging for minority volunteers as it is in much of Africa. In line with the Peace Corps’ second goal, Volunteers in Swaziland seek to share the diversity and depth of American culture with their communities.

Swaziland is one of the Peace Corps countries participating in Let Girls Learn, an important initiative promoting gender awareness and girls’ education and empowerment. You will receive in-depth training on incorporating methods of gender analysis into community assessment and development efforts. During your service you will find culturally appropriate ways to incorporate gender awareness and the promotion of youth- especially girls- into your work. As part of the initiative, you will also report on these efforts and their impact.

Couples are encouraged to apply. Note that spouses may be separated during pre-service training.

Youth Development Volunteer - - Peace Corps Swaziland


The purpose of this Youth Development project is to help Swazi youth be empowered as leaders and active decision makers in their own health and livelihoods. There are three goals:

1) Create Community Leaders. Swazi youth will increase their confidence and ability to express themselves and their passions through cultivating new talents, soft skills, community leadership, and professional development.
2)Build Vocational Skills. Youth will be empowered and prepared for professional success through improved skills in financial literacy, IT literacy, and English.
3) Improved Health: Youth will be empowered as active decision makers in their own health.

Volunteers are placed in schools throughout Swaziland as ways to develop relationships with youth. Volunteers have the opportunity to take on a wide range of activities that will improve the lives of Swazi youth. These activities may include developing creative extracurricular activities; promoting volunteerism; building leadership skills organizing book clubs, spelling bees, and writing workshops; teaching classes on financial literacy, micro-business development, and other business skills; and educating youth about life skills such as anger management, emotional health, prevention of alcohol and drug abuse, and sexual reproductive health.Volunteers also work with youth and communities to improve nutrition and food security through gardening, culinary skills workshops, and education.

You will work closely with, and augment, the work of, Community Health Volunteers in Swaziland.

Required Skills

Qualified candidates will have an expressed interest in working with Youth in Development and one or more of the following criteria:
• Bachelor of Arts/Bachelor of Science degree in any field

Team Leader - Swaziland

It’s hard to believe that today over 650 million people still don’t have clean, safe water and over 2.3 billion live without a toilet. The resulting diseases kill 900 children every day. In Swaziland alone, half a million people do not have access to adequate sanitation and 330,000 lack access to safe water.
WaterAid is looking for a Team Leader to play a vital role in our mission to transform lives with safe water, sanitation and hygiene (WASH) through growing our pilot programme in Swaziland.
Based in Mbabane, the purpose of the role is to provide strategic direction for the development of our work in Swaziland, leading on programme planning, development, effectiveness, quality assurance, learning and impact. Ensuring that partners have the right capacities to make best use of WaterAid’s programming approaches forms a key part of the role. The role will also make significant contributions to our influencing and advocacy work in the country, and explore collaborative opportunities around programme delivery and advocating change in how WASH is delivered in the country to bring about equitable and sustainable progress. The Team Leader will be required to travel frequently in-country, and also within the Southern Africa region and internationally.
To be successful, you’ll need at least a degree level qualification in a relevant discipline such as Social Sciences, Development or Environment Studies, or any other subject as appropriate. Proven experience in programme development, programme management, and advocacy and policy influencing work is required. Experience of working in development, and preferably some exposure to the water and sanitation sector is key. Understanding of the country context and eligibility to work in Swaziland will be an advantage. In addition we require strong influencing and networking skills and the ability to lead teams.
